It is meant to be reviewed and amended every offseason to ensure the optimum satisfaction of the owners.
ARTICLE 1 : LEAGUE FORMAT
OklaHioWa is a 12-team head-to-head fantasy football league created in 2013. The league medium is Sleeper.app and has been played successfully for 10 years. OklaHioWa is made up of 4 competitive divisions including Mill, Court, Palmer, and Kurtz Streets. This is a living document. It is meant to be reviewed and amended every offseason to ensure the optimum satisfaction of the owners.
The league is commissioned by an Oversight Committee which consists of 3 owners who are to act as the voice of their respective peers, assist the league with overall duties and act in stead when situation calls for it.
The Oversight Committee will inherit the role of commissioner with league function and decisions. They will act on behalf of the owners, be their voice, and act as a system of checks and balances over the league. Come to them with any questions, concerns or complaints.
ARTICLE 2 : LEAGUE ENTRY FEE, FINES & PENALTIES
The following fees will be collected yearly to finance league operations and prizes.

Entry Fee: $130

Fines
Lineup penalty will be a case to case basis. The Oversight Committee will review the matter and deem whether a penalty should be given.
1st Offense = $10
2nd Offense = $20
3rd Offense = $30
Penalties
Late entry fees = If a team has not paid their entry fee by the trade deadline, owners will not be able to pick up players from waivers until they pay. Failure to pay by the beginning of the post-season is an automatic disqualification for all post season games.The Oversight Committee will determine every year if there is a Toilet Bowl punishment.
If there is a punishment and it is not completed by August 1st of the following year, the owner has the option of forfeiting a future 3rd rd pick or donating $50.
Removal
Any owner considered to be removed from the league will be voted on by the owners. 7/11 votes will be needed to remove a team.

ARTICLE 4 : ROSTER
You will have a total of 13 players on your roster including 1 keeper, divided into the following categories. This number cannot change during the season, although the individual players can. Each player locks at his particular game time on Thursdays, Sundays, and Mondays.
You will also be provided with an IR spot. This spot is primarily for players who are designated with an 'IR', 'OUT', or 'SSPD' tag. No exceptions. Once the tag has been removed from the player, the owner must move that player from the IR spot.

ARTICLE 5 : SCORING
OklaHioWa uses Sleeper’s custom scoring system. All scores are calculated by the website and finalized on Tuesday mornings.
If any errors occur in the system the Oversight Committee has the authority to change any score. Any complaints, questions, or arguments will go directly to the Oversight Committee. If the Oversight Committee decides the score needs to be changed, it will be altered as soon as possible. It is the owner’s responsibility to verify the accuracy of his own score and bring any accuracy to the attention of the Oversight Committee. Points will not be added if the desired point change is due to poor managerial decisions.
The rules of this league have final authority over any discrepancy that may arise with Sleeper. As such it is ultimately in the hands of the Oversight Committee to rule on any scoring matter.

ARTICLE 6 : TRADES & WAIVER SYSTEM
TRADES
Throughout the course of the season owners may edit their rosters via trade and waiver wire. There is no limit on the amount of trades or add/drops allowed by the league, and an excess of transactions will not be a violation of league rules.

Trades are submitted among owners via whatever method they deem fit under league policy. It shall be considered of low ethical standing to back out on a trade verbally or otherwise agreed to, however a trade must be proposed and accepted on the league app/website to bear the weight of permanence. ALL TRADE TALKS ARE CONFIDENTIAL (Talks MAY NOT be discussed within the group chat).

Once accepted, a trade cannot be withdrawn by one party due to player injury, suspension, or any other unforeseen circumstance. The only way a trade can be voided is if it is withdrawn by both parties before the trade is granted. From there, both parties will send the trade to the Director of Ops. The Oversight Committee may push it through, and the Director of Ops will post it in the group chat.
*IF owners are concerned with collusion or significant issue of a trade then it’s pushed to the league office.

Will then be discussed and addressed by the Oversight Committee. If all 3 members decide it should be vetoed then the league will veto the trade. If an Oversight Committee member is involved in the trade, the member will be excluded from the discussion and a random member from the league will be called upon to sit in their place for the ruling.
There will be a trade deadline that will be announced at the beginning of the season. This deadline is non-negotiable and is decided upon the Oversight Committee.
WAIVERS
The waiver wire takes place on the league app/website. This system will include the 'Free Agent Auction Bidding System': Teams have a $200 budget that they can use to bid for player acquisitions. All bids are processed after the league's specified waiver period. If a team would like to add a player, that team will secretly bid the amount they are willing to pay. On the waiver process day, the team with the highest bid will be awarded the player, and the bid will be subtracted from that team's budget. Tiebreakers will be conducted by the league app/website (Each week will be reset to inverse order of standings). Players who are not claimed during bid processing become free agents available on a first come, first serve style pickup.
During the playoffs the waiver wire will be manually set to ensure equal opportunity such as the regular season. Waivers will reset every playoff round to reverse order of playoff record and results. The remaining owners playing for something will be prioritized first.

ARTICLE 7 : SCHEDULE & PLAYOFFS
The regular season will consist of 14 weeks of head to head matches. Each team will play their divisional foes twice. The other 10 games will be played as inter-league. Each match-up will consist of one week. Tie breakers are determined by most bench points.

The league is made up of a 8-team Championship playoff system. The 8 teams will be determined by Division champs (4), followed by 4 Wild Cards.

Division winners are determined by best record. If there is a tie, then the division champion will be decided by series head to head. If the series is split then it will be determined by points.

IF Wildcard spots are tied, then the tiebreaker for seeding is based off points.

Teams (4) who do not qualify for the Champions bracket will be placed in the Losers bracket and compete head to head for the #1 overall pick in next year’s draft. Seeding will be determined by points. Last place will be deemed the Toilet Bowl loser and is subject to league punishment.

#7 - Remaining Non-Division Winner with next best record (Tie breaker is most points scored)

ARTICLE 8 : DRAFT
Each year, the draft position for each fantasy team will be determined based on Championship/Loser Bracket playoff results from the previous year:

Expansion teams must be approved by a 75% league majority. If expansion teams are approved, the Oversight Committee will determine expansion team’s keeper and drafting protocol at that time.
The league will have a 13 round, snake format draft. Times per round are as follows:
1st-2nd: 90 seconds
3rd-5th: 60 seconds
6th-13th: 30 seconds
Reminder: Trading current and future picks is permitted.

ARTICLE 9 : ADDITIONAL NOTES
When a league dispute arises which has not been addressed in the league constitution, a discussion will ensue on possible resolutions. Following the discussion period, the Oversight Committee will create a poll so that owners can vote on an appropriate course of action. The result of the poll will apply immediately and the resulting ruling will be appended to the existing constitution for future reference. All poll outcomes will be determined based on a plurality and in the case of a tie the executive committee will use their infinite wisdom to cast the deciding vote.
